When you create an account, that user is the root user and is all powerful.
MFA for the root user is recommended.
It is not recommended to use the root use for every day tasks. Instead create a user with the appropriate Identity Access Management permissions. This includes deleting access keys for the root user.
The root user is a special IAM User and cannot have an IAM Policy applied.
